Third World countries are exempt, the Europeans [e.g., France, Belgium, Netherlands, Switzerland, Great Britain, Austria, Italy, Norway, Sweden, Denmark] get credit for shutting down inefficient Soviet-era industries, and no country in the Western hemisphere except Canada is signing."
